The MECO Labor Center has primary responsibility over the welfare of the Filipino Overseas Workers. The Center extends a number of services aimed at safeguarding and enhancing the welfare of the Filipino Overseas Workers in Taiwan.

Under the general category of welfare assistance the Labor Center handles problems involving employment contracts, employer/broker/employee relations, rape and sexual harassment cases, accidents, deaths, health, physical and verbal abuse, and missing OFW. It provides custodial service to repatriated, transferred and runaway OFW.

It evaluates, verifies and processes brokers' licenses, employment contracts and related documents including employment contracts and related documents submitted through the Special Hiring Program.

The Center is also responsible for identifying job opportunities for Filipino workers through meetings and conferences with contractors, ship owners and manpower agencies and visits to factories and industrial and processing zones.
